Steampunk Cage Skirt: HELP!!!!

So I'm hoping to make a cage skirt for a steampunk/lolita outfit that I want to wear to a convention at some point. But I can't figure out how to make the cage skirt.

Now, when I say cage skirt, I mean just that. (for some reason people don't get it).

I'm not sure what material to use. Fabric wouldn't be stiff enough, but metal (etc.) would be too heavy. Help?
